Singapore Born Malaysian Baby

Steps:

1. Apply Singapore birth cert. Can be done at Hospital or at Singapore Immigration at Lavendar.

2. Apply Malaysian Borang W (a bit like Malaysian birth cert)/Bring baby to stamp Passport Application Form at Passport counter but submit 1 week later when Borang W is ready.
3. Upon collection of Borang W, apply for Malaysian passport
4. Upon collection of Malaysian passport, apply Singapore PR




You better do #1 and #2 early if you want to bring baby back to Malaysia after confinement as steps 2 and 3 takes about 3 weeks or longer if there's public holiday in Malaysia.



Detail Version:

1. Apply Singapore birth certificate (at the hospital or Lavender Singapore Immigration ) - both parents Singapore IC, marriage certificate and hospital letter. Can be done by father alone. Baby is given a white card for 42 days free stay in Singapore.
SGD18 and take few minutes to complete if there is no queue. Hospital could charge you for additional SGD25+- for administrative fee.


2. Submit borang W applicaton(Malaysia High Commission @ jervois rd) - Baby has to be present. They will only provide the form (2 copies) there. Documents needed such as passports, ICs, birth cert, marriage cert etc...(please refer to below scan version). Need two photocopies each...photocopy and photo taking services are available at the premises. The fee is S$15. They will hold your ICs and baby birth cert. 7 working days for collection of Borang W in morning hour. After submission done, go to passport section to have your baby shown to the officer so that the baby don't need to be present for passport application at later time.  The officer will stamp a date and sign on the passport application form. 2 Malaysia passport size photos needed for Borang W and 2 for passport Passport. Photo size 5cm*3.5cm blue background.

3. After collection of borang W, submit the passport application at the same day. A photocopy of borang W is required. Fee paid approx. S$62 for the baby passport. Collection of passport at same day in the afternoon.



4. Go to ICA 5th storey for PR application. Need to fill up Form 4 and form 6 before hand (try your best to fill in as much as possible). Baby has to be present for application. 4 passport photos (white background) are required. Documents needed, Singapore ICs, Entry permit, Passport (re-entry permit), baby passport, Marriage cert. One photocopy for each document. Special queue number will be issued for baby PR application starts from number 5xxx. Other PR applications will get queue number start from 4xxx. 7-working days for PR approval. Fee to pay - $100 for entry permit, $10/year for re-entry permit.

* The locaiton is 301 Jervois Road. It is not an easy place to locate in Singapore. See the exact location on Wikimapia.
* Applications must be submitted between 8am and 11am.
* There is a photo-taking booth in the office that you can use. I think it’s S$6 per shot.
* There is no convenient parking nearby. Go for illegal parking, unfortunately, along a quiet road opposite the complex.
* There are no nearby MRT stations too. Alight at either Tiong Bahru or Orchard, then get a taxi.
* If you somehow find usefulness in calling up, the Immigration Dept contact number is 6732.8067/62350111.

More tips:

- If you are married and register in Singapore. Please make sure that you do a marriage registration in Malaysia. They are only interested in Malaysian Marriage Certs.
- Make sure you have 2 copies of everything. I mean every damn thing. Passport, IC, Birth Certs, etc.
- Take a cab instead of driving there, not to worry, it is rather easy to get a cab there.
- Bring another identification card i.e. Driving license or Insurance card. cause, you will need to keep your Malaysian IC and Singapore IC. Else, be worried that you will need to hand over yr bank card.
- Bring some food or drinks with you. If you are lucky, you get out in 1hr, if not sit there and be amused like everyone else.
- After you are done with Warganegara (Borang W), then proceed to counter 11 to get yr kids passport form verified so that the poor kid need not to come back for another round of waiting and etc.
- Be there before 8 or else wait and wait.
- Relax and have a sense of humor, you are going to need it.

What are the requirements for the photograph image and file attachment?
A: APPLES allows you to submit your photograph for printing onto your passport through an image file attachment. Your photograph image must be in colour and shall be:
(i) Sharp and clear, 35mm wide by 45mm high without border and taken within the last 3 months;
(ii) Taken full face with you looking directly at the camera with head straight and eyes open with no hair across and/or covering your eyes. Both edges of your face and the top of your shoulder must be clearly shown. You must not look over any shoulder and your head must not be tilted;
(iii) Taken with the image of your face measuring between 25 mm and 35 mm from chin to crown of head;
(iv) Taken without wearing any hat or other head covering, unless you habitually wear a hat or head covering in accordance with your religious or racial custom. If any such hat or head covering is worn, the photograph must still be a full frontal view of your head and shoulders, showing your facial features in entirety with eyes open and clearly visible;
(v) If you wear glasses, the photograph must show your eyes clearly with no flash reflection off the glasses. The frames shall not cover any part of your eyes. Tinted glasses and sunglasses are not allowed;
(vi) Taken with uniform lighting with no flash reflections, no shadows, no uneven bright spots on the face and no red eyes;
(vii) Of white background, except that where if your hair, hat or head covering is white, the background must be light grey;
(viii) The photograph must show you alone with no chair back, toys or other persons visible;
(ix) With a matt or semi-matt finish with no ink marks or creases.
Your photograph image file attachment must be
    - in JPEG format;
    - the file size should be around 60 Kbytes;
    - the preferred dimension of the photo image is 400 by 514 pixels.

Dear Shih Yong,

I just survived from Msia High Comm in Singapore apply for Borang W.

For your update:
1. require baby photo=4 (2 for Borang W, 2 for passport), no baby photo taking service in the high comm, the nearest "studio" is Blk77 opposite the Delta house. Alternatively you may take the baby photo in advance (must follow exactly the photo guidlines) prior to submission date. Require 2pcs.

2. prepare all supporting documents including form D, 2 copies each. Form D can be obtained from the Consular office counter.

3. to speed up the process, you may want to organise the supporting documents in sequence and in set form so no chance for the officer try to add value by picking on every single possible "non conformance".

4. note that all photo copies must be clearly fit in to A4 page, if your marriage cert is bigger than A4, you must re-size when photo copy. Both your Msia mykad and birth cert must be photo copy in one page.

5. 2 copies of form D will be given, make sure you complete both form. by now you should understand why need 2 photo copies for supporting documents.

6. once the officer is so kind to accept your "completed" form, now you can sit back and wait for your name to be called, then you need your baby's thumb prints (the officer will come out of the counter to perform thumb print for your baby), this is the time where you will feel proud as citizen and being served by the officer that you paid their salary via income tax.

7. after thumb print, you need to pay S$15, make sure you have the exact amount, no change available, no nets, no credit card, no debit card, just cash, singapore dollar $15.

8. the officer will retain your baby's original birthcert and father's IC and return you a collection slip (with collection date and time, for my case 9 days from application date).

9. now to avoid baby from going for second time to high comm, you may have already downloaded form_IM.42 from www.imi.gov.my and have it filled up. if not, you can go to the next office (inside high comm) to ask for the form. upon completion of the form, bring your baby along to counter 10 and 11 (no need to join the queue bcos baby got priviledge) for the officer to witness that they seen the baby face (officer will put a stamp on your application form and return the form to you).

10. you may plan to submit the passport application when you collect your borang W. baby need not to present during collection.

11. last but not least, enjoy the process as it is once for every of your child birth, until you cannot tahan and convert to singaporean.....

u may want to update your step 4.

You don't need baby or mother present for the PR application, but when approved only.
1 bb photo is enough. PR approval is within 3 months.
